I ordered a 15T and 16T front sprocket from dratv. I put the 16T front sprocket on my 90cc jialing passport and I love it. ;D
The 16 tooth sprocket gives me a wider band on my first two gears. Now I can comfortably stay in first until about 20kph to accelerate with traffic, switch to 2nd until about 40kph, and cruise in third from 40-90kph with nice low rpms. The autoclutch shifts are smoother up and down because of the lower RPMs. My top speed is somewhere between 85 kph-90+kph depending on the wind. The speedo doesn't go above 90kph. Plus at high speeds the engine doesn't sound like it is about to blow up anymore. I think you could cruise all day at 80kph.
Caveat--at speeds above 80kph the wind really becomes an issue on this lightweight bike. So swap gears for a smoother ride and more useful gearing, not a higher top speed.
The 15t might be more appropriate if you are carrying a passenger or doing steep hills. The stock 14T is really useless on this 90cc bike.

I'm thinking about getting a new front sprocket for my 2005 4 speed passport and am wondering where I should look. I saw the ones listed at Beatrice cycle under the C70 page but I remember also that I had heard elsewhere in this forum that the engine is really an XR50. The one listed under the XR50 is completely different. Which one did you get? I have the 49cc engine and have also notice people have said that they think it's a 72cc. Either way, I don't think it is nearly as strong as the 89 that you have but was wondering what you think i should go up to from a 13 tooth that came stock. thanks! Chuck
